Statement of Task Force objective: Address redistribution of funds when RPRS payments to QSEs providing RPRS service do not match amounts collected from QSEs for such service. Address both over and under collections? Timing of protocol changes to coincide with implementation of PRR666. Brief review of what PRR666 accomplishes Issues to address in helping resolve 4a: To what extent is RPRS procured for reliability reasons and to what extent is RPRS procured for schedule mismatches and QSE under scheduling via resource schedules with ERCOT. What was the intent behind the current Protocols for the Replacement Reserve Uplift Charge (UCRP)? Were there any underlying "fairness" issues or behavior incentives. (i.e., more complete and balanced bilateral schedules, as well as more accurate ERCOT load forecasting.) Possible straw vote on what the intentions are.
