RMGRR046  Appendices to Comply with POLR Rule Project 31416

Modify Appendix F2 for clarification and to correct wrong word in column heading. Modify Appendix F3 for clarification and to add column to contain POLR Customer Class that is required information for gaining CRs effective January 1, 2007.Remove reference to Appendix F5 and delete Appendix F5 since this will not be needed as of January 1, 2007 due to PUCT Rule 31416.
