Summary
This Other Binding Document Revision Request (OBDRR) modifies the Value of Lost Load (VOLL) to be set equal to the System-Wide Offer Cap (SWCAP). This would result in VOLL changing from the High System-Wide Offer Cap (HCAP) to the Low System-Wide Offer Cap (LCAP) should the Peaker Net Margin (PNM) exceed the PNM threshold within an annual Resource adequacy cycle.
