ReasonThe revisions proposed in this NPRR are necessary to ensure sufficient transmission analysis is performed and a hierarchy of solutions is considered to ensure reliable service when Generation Resources cease operation in a transmission-constrained area, including, as a last resort, the availability of sufficient Generation Resources.
