ReasonThe current language excludes a Day-Ahead Market (DAM)-Committed Interval from any Day-Ahead Make-Whole Payment if the Qualified Scheduling Entity (QSE) requests decommitment for that hour; and creates potential for the Resource to be overcompensated for Startup Costs.

Summary
This Nodal Protocol Revision Request (NPRR) removes eligibility rule language from Section 6.4.6 which conflicts with Section 4.6.2.3, Day-Ahead Make-Whole Settlements; thereby allowing the eligibility rules in Section 4.6.2.3 to determine appropriate startup and energy compensation.
