Summary
This NPRR adds a requirement for the Energy Offer Curve to be set at the System-Wide Offer Cap (SWCAP) for the capacity reserved for Responsive Reserve (RRS) Service Ancillary Service Resource Responsibility and Regulation Up (Reg-Up) Ancillary Service Resource Responsibility because of the Day-Ahead Market (DAM) or Supplemental Ancillary Services Market (SASM) Ancillary Service awards, or Self-Arranged Ancillary Service Quantity. If RRS and/or Reg-Up Ancillary Service Resource Responsibility is reassigned to a Generation Resource during the Adjustment Period in accordance with Protocol Section 6.4.6, QSE-Requested Decommitment of Resources and Changes to Ancillary Service Resource Responsibility of Resources, it is expected that the Qualified Scheduling Entity (QSE) shall submit an Energy Offer Curve that meets the requirements of Section 6.4.3.2. Energy Offer Curve for Responsive Reserve and Regulation Up Capacity, for the Generation Resource newly assigned Ancillary Service Resource Responsibility for RRS and/or Reg-Up prior to the end of the Adjustment Period. If the Ancillary Resource Responsibility for RRS and/or Reg-Up is reassigned in accordance with Protocol Section 6.4.6 from a Generation Resource that experiences a Forced Outage, Derate, or Startup Loading Failure during the Operating Period, it is expected that the QSE shall submit an Energy Offer Curve that meets the requirements of Section 6.4.3.2 as soon as reasonably practicable after the event. QSE updates to an Energy Offer Curve entered at the end of the Adjustment Period become effective in ERCOT systems at the next Operating Period. Therefore, if RRS or Reg-Up Ancillary Service Resource Responsibility is moved from one Generation Resource to another in the QSE's portfolio during an Operating Hour, any change to the Energy Offer Curve will be effective in the next Operating Period. There will not be any validation rule put in to verify the rules added by the new Protocol language. The onus is on QSE’s to make the submission/telemetry changes needed to implement the new Protocol language.
