ReasonThe original Nodal Protocol language was unclear as to the performance expectations of a QSGR following startup in response to a SCED deployment. The proposed language changes use the minimum SCED Base Point received within ten minutes of the initial ERCOT SCED Base Point for compliance measurement so that it will be clear to Qualified Scheduling Entities (QSEs) how to operate QSGRs when deployed by SCED and remain in compliance with applicable Protocol performance criteria.
