ReasonApplicants for generation interconnection with the ERCOT System have frequently failed to comply with standards in the Protocols and Other Binding Documents concerning interconnection. These failures may create problems that either cannot be remedied after interconnection or cannot be remedied without imposing substantial cost on Resource Entities and/or other Market Participants. Presently, ERCOT has no authority to require applicants to comply with standards until they execute a Standard Form Market Participant Agreement, which is required only at the time a Resource is interconnected to the ERCOT System. The proposed Protocol language will formally recognize those Entities that initiate the interconnection process as Market Participants and will thereby enable ERCOT to secure compliance with interconnection standards.

Summary
This Nodal Protocol Revision Request (NPRR) creates a new type of Market Participant called an "Interconnecting Entity" (IE). The NPRR requires Entities who wish to interconnect a new Resource or make certain changes to a Resource to register with ERCOT and to comply with ERCOT standards and procedures during the interconnection or change process. Entities that are not presently registered as Resource Entities will now be required to register as IEs before they may seek registration as Resource Entities. Existing Resource Entities who seek interconnection of a new Resource or certain changes to an existing Resource must amend their registration to add the IE designation, and may amend the registration to withdraw the IE designation when the new Resource is energized or the proposed changes are implemented. This NPRR does not require current Resource Entities to seek retroactive registration as an IE for Resources already energized. However, this NPRR would require Entities currently involved in the interconnection process to register as IEs.
