ReasonModifications are necessary because the current Protocol formula does not appropriately convert the Qualified Scheduling Entity (QSE) Energy Trades to MWh prior to use in the allocation formula. Additionally, the allocation formula was re-organized for ease of use and to provide additional data points that can be used for analysis.
