ReasonAnnual Planning Models currently only use static ratings. The Texas Nodal Transition Plan Task Force (TPTF) agreed at their January 2006 meeting ‘to the continuation of current practices regarding the use of Summer static ratings for any summer Annual Planning Case." Furthermore, the Steady State Working Group (SSWG) recommends that all Annual Planning Cases, Summer or not, use the static ratings as this is inherently conservative and simplifies the case building process. Therefore, it is recommended that the Protocol language reflect the process agreed to by the SSWG.
