Summary
This Administrative Nodal Protocol Revision Request (NPRR) clarifies information required of Market Participants when filling out a Managed Capacity Declaration form, which is used to allow each Resource Entity to inform ERCOT of the Decision Making Entity (DME) that controls each Resource that the Resource Entity owns. Specifically, Market Participants often leave the Resource Unit Code blank or incomplete, so language has been added to point the Market Participant to the Resource Unit Code names used when the Resource was registered, such as in the Resource Integration and Ongoing Operations (“RIOO”) system. Market Participants often leave the DME column blank; language has been added to indicate that this field should not be left blank. The DME Data Universal Numbering System Number (DUNS #) is often left blank; language has been added to direct the Market Participant to consult Dun & Bradstreet to determine the correct DUNS #. A “General Comments” section has been added for Market Participants to share other pertinent information with ERCOT, such as if they are switching DMEs, sending in a correction, etc. For new Resources, ERCOT can make the changes effective on the first “Production Load Date (PLD)” after the Market Participant’s preferred effective date and therefore proposes language requesting the preferred effective date be provided by the Market Participant.
