ReasonCompetitive Load Zones for the nodal market are based on 2003 information. There have been a large number of transmission system upgrades since 2003. To ignore these upgrades when developing Competitive Load Zones is not logical and creates problems for the market. For example, in the 2006 ERCOT Constraints and Needs Report, ERCOT states that since 2005 Transmission Service Providers (TSPs) have completed numerous transmission system upgrade projects totaling over 1,800 circuit miles of transmission lines and 22,000 MVA of autotransformers at an estimated cost of $1.3 billion. In addition, ERCOT is planning transmission system improvements that would cost another $3.1 billion over the next 4 to 5 years. One significant project in 2007 consists of the Hillje area improvements that will allow additional power flows between the South Zone and the Houston Zone. Competitive Load Zones based up on 2003 information may not adequately reflect the substantial investments that ERCOT has made in upgrading the transmission system. The best way to address this problem is to change the Competitive Load Zones for the start of the nodal market to be the Congestion Zones in effect when ERCOT transitions to the nodal market.
